UN Urges Governments and Platforms To Implement Its Guidelines For Censoring "Misinformation," and "Hate"
UN Secretary-General Antonio Guterres last week addressed a high-level meeting in New York City to detail the ideas around preparing for "the next pandemic."
In his remarks - although he had the good sense to first address issues related to actual diseases - Guterres also prominently urges governments and online platforms to implement guidelines designed to censor content that is designated as "misinformation, disinformation," and, "hate."
He would like countries around the world to commit to implementing what the UN calls its pandemic accord by May 2024, when the World Health Assembly (the governing forum for the World Health Organization, WHO) is set to convene.
Guterres called on governments to earmark more taxpayer money toward WHO - so that these contributions can cover half of the agency's budget, and also, support "the proposed investment round."
The UN chief then proceeded to lay out the organization's plans "for the next pandemic," and divided them into three areas of key importance.
Sustainable development was the first, misinformation second, and what he calls "responding to complex global shocks" - which actually proved to be highly likely the most damaging aspect of the Covid years - was only mentioned last.
Regarding "misinformation," Guterres complained that it was the reason people were skeptical of the vaccines (which he, somewhat obliviously, references as being developed "in record time" - as a positive note.)
In keeping with the well-established alarmist and dramatic language that is heard from many governments and official and unofficial global and globalist groups, Guterres warns that "untruths and outright lies" went around the world faster than coronavirus itself.
The term "hate" then appears seemingly out of nowhere in this portion of the secretary-general's address, as he proposes that countries accept the UN's "framework for an international response to disinformation and hate."
The recommendations from the framework can be found in the organization's policy brief "on information integrity on digital platforms."
The purpose of the brief is to "power" a future UN Code of Conduct for Information Integrity on Digital Platforms - and Guterres somewhat oddly remarks that the UN "hopes" governments and platforms will implement it voluntarily.
But he doesn't go into what the alternative to voluntary implementation might be.
"We are developing the Code ahead of the Summit of the Future next year, and I urge all countries to engage in these important efforts," is all Guterres had to add on this subject.

ECB Head: Digital Euro Won't Be Anonymous, Concerns About "Big Brother" Overreach Are A "Conspiracy Theory"
During a recent hearing at the European Parliament, Christine Lagarde, the President of the European Central Bank (ECB), reiterated that the digital euro will lack the anonymity of cash and then dismissed concerns about the state using the digital euro to control what people can buy as a "conspiracy theory."
Lagarde has previously acknowledged that privacy is one of the main concerns Europeans have about the European Union's (EU's) proposed central bank digital currency (CBDC), the digital euro. Despite this admission, she has continued to insist that there won't be anonymity for digital euro users and that it will never be as private as cash.
And at the hearing of the Committee on Economic and Monetary Affairs of the European Parliament on Monday, Lagarde coupled her insistence that the digital won't be anonymous with an admonishment of those who are concerned that the ECB or governments will use the lack of anonymity to impose restrictions on what people can buy.
"Privacy is protected," Lagarde said. "Not anonymity, but privacy is protected. And we can address all the conspiracy theory that abounds about this, as if, you know, Big Brother was going to suddenly determine what you buy, when you buy it, and, and how restricted it should be. Then I think it would be characterized as a success. That's how I see it."

Despite Lagarde's assertion that concerns about the state using CBDCs to control and restrict purchases are a conspiracy theory, the deputy director of the International Monetary Fund (IMF), an international financial institution that all the countries in the EU are members of, has praised CBDCs for allowing government agencies to "program" the currency so that money can be "precisely targeted" to determine what people are allowed to spend it on.
And while Lagarde is insisting that the ECB won't stoop to the level of directly restricting people's purchases, the ECB has proposed more indirect restrictions, such as spending limits, and is considering using negative interest rates (a tool that erodes the value of your money).
Several companies with ties to user surveillance are also backing the digital euro. These companies include Amazon (which collects huge amounts of data through its retail platform and various other services, such as its Alexa voice assistant, Ring cameras, and Amazon One Palm payments) and IBM (which helped create a New York vaccine passport app that was plagued with privacy issues).
When Lagarde was pressed on digital euro privacy concerns by German Member of the European Parliament (MEP) Gunnar Beck, she framed anonymity as something that enables money laundering and the financing of terrorism and insisted that data should be available to authorities upon request.

Lagarde also confirmed that the ECB's Governing Council will decide whether to proceed with a two-year digital euro pilot in October.
If it decides to move forward with the pilot, a digital euro could be put into circulation by 2027 or 2028.

BIS Chief Backs Programmable CBDCs, Defends "Limits of Privacy"
One man's trash is another man's treasure, as they say - and so what are some of the least desirable features of a central bank-issued digital currency (CBDC) to critics, are promoted as positive by those behind the push for CBDC adoption.
Thus, Bank for International Settlements (BIS) General Manager Agustin Carstens - likes the fact CBDC are programmable, and he also doesn't mind "limits on privacy."
Pretty grim stuff, opponents will no doubt say. First, the reference to "programmability" of this type of centralized digital money controlled by banks and governments concerns their ability to make the use of money restricted in a variety of ways.
It means the "user" - i.e., a person who owns that money - can be constrained in the way they are allowed to spend it. For example, they may be "allowed" to only spend that money on certain goods, or within a certain deadline, and even a physical location.
However, in an address on Wednesday to the BIS Innovation Hub-Financial Stability Institute, Carstens praised these possibilities, and even took it upon himself to speak on behalf of "people" when he said that, "people want their money to be digital and programmable."
Carstens is betting on the willingness of said "people" to give up their rights, big and small, in exchange for some convenience, and so he explained that this supposed across the board passion for programmable CBDCs stems from the promise that cross-border transfers will be faster, cheaper, and, "safer."
On the opposite end of CBDCs, which many see as yet another instrument of mass surveillance, are decentralized cryptocurrencies, but the BIS head dismisses those out of hand as "not money." Reason being, they are not "backed" (i.e., controlled) by your "friendly" central bank.
And with government control, we come to the issue of privacy, and how CBDCs might affect that (though it's pretty much a rhetorical question).
But points to Carstens for at least not shying away from making statements of like this (... he's got nothing to hide /s):
"These (personal data protection) laws establish strong privacy protections but also limits to that privacy. We see the operation of some of those limits when we consider the safeguards that currently exist around the use of cash in the formal economy."
The BIS general manager justifies this with the need to sacrifice "some" privacy at the altar of the financial system.
And so Carstens supports eroding the privacy of those who, for example, want to make large purchases.

Israel Pushes Facial Recognition Surveillance Bill To Operate in Public Spaces
In a worrisome development for privacy advocates, a forthcoming Israeli legislative measure is set to expand extensive surveillance over public spaces through the use of facial recognition technology. This legislation is an encroachment on digital rights and is reminiscent of the ominously dubbed all-pervasive surveillance regime, Big Brother.
The burgeoning bill, backed by National Security Minister Itamar Ben Gvir and Justice Minister Yariv Levin, has found favor with the Knesset’s Ministerial Committee for Legislation. It green-lights the police force to establish a network of high-tech facial recognition cameras, gathering biometric details of individuals within both towns and cities.
Worryingly, a police officer, regardless of rank, has the authority to initiate the operation of these pervasive cameras, with the alleged aim of combating organized crime.
The application of this law will legitimize intrusive, round-the-clock surveillance, effectively turning public spaces into potential arenas of intimidation.
To further aggravate the practical implications, there is no emphasis on regulatory oversight within this legislation. Police have been granted wide-reaching powers to collate information without requiring judicial warrants or supervisory checks, thus escalating the potential for misuse. This unfettered access may result in unregulated arrests or detention, infringing on civil liberties.
The law indicates a further advancement in Israel's intricate surveillance system, which is often accused of flouting established privacy standards stipulated by international human rights agreements.
It gives access to personal data not only to the Israeli police force but also to wider authorities, including the military and intelligence agencies, under directives from the National Security Minister. The existing surveillance infrastructure also includes the Hawk-Eye system, monitoring vehicle activity, and the Tool system that records mobile phone data.
The proposed bill poses a severe threat to the rights of individuals, particularly with respect to privacy, peaceful assembly, and freedom of expression.
